Civic issues
Topics getting the most attention in Santa Rosa public meetings, ranked by how frequently they come up.
Transit-oriented communities policy and OBAG funding
Adopting the MTC's TOC policy by July 2027 could bring Santa Rosa an extra $2-4 million in regional grants. Council leaned toward a moderate parking maximum and a citywide transportation demand management program, with a ministerial housing ordinance tabled for later study.
Updating local transportation impact analysis guidelines
Neighbors on Kenmore Lane say the narrow residential street already suffers cut-through traffic, parking shortages, and poor emergency access. They fear 30+ cars an hour exiting onto the street will make it worse. The commission agreed the site couldn't support a drive-thru and denied the permit.
Housing strategy: SB 10 and AB 1033
Council weighed two optional state laws: SB 10 would allow up to 10 homes per parcel near transit and in infill areas; AB 1033 would let homeowners sell their ADU separately. Advocates packed the chamber urging both; council moved AB 1033 forward and ordered a study session on SB 10.
First 2026 General Plan Amendment Package (PLN25-0650)
The council updated land-use designations to fix inconsistencies across the city — including single-family areas near Memorial Hospital, the Maxwell Drive asphalt plant area, and the former Roseland University Prep site — and rezoned ten properties to match.
Gas Station Land Use Regulations Review
The council revisited its 2022 ban on new gas stations and expansion of existing ones. EVs are now about 25% of new car sales locally, but gas station trips have stayed steady, and a developer wants to relocate the overwhelmed Costco gas station. The council made no changes but ordered more data on emissions metrics, economic impacts, and mitigation options.
Housing Element Implementation Zoning Amendments (PLN25-0397)
Santa Rosa is updating its zoning code to carry out the state-mandated 2023-2031 Housing Element. The changes legalize tiny homes on wheels and housing co-ops, rework farmworker housing and care facility rules, and align ADU regulations with new state laws. The commission's recommendation now goes to the City Council for a final decision.
